India International Bullion Exchange (IIBX): formula sheet
Key formulas
- Framework in one line
- IIBX = bullion exchange at GIFT IFSC + regulated by IFSCA + clearing corporation + vaulting and custody
- Use this as a memory frame. Each element has its own rules in the IFSCA regulations.
- Core objectives
- Transparency + price discovery + regulated import channel + GIFT City growth
- List these in objective-type questions. Add one line of explanation for each.
- Governing regulator
- IFSCA Act, 2019 → IFSCA → regulations issued by IFSCA for bullion exchanges → IIBX rules
- Show the hierarchy from statute to regulations to exchange rules. Take the exact titles of the regulations from the study material. Do not mix it with domestic exchange regulation by SEBI.
- Chain of institutions
- Exchange (trade) → Clearing corporation (settle) → Depository (record ownership) → Vault manager (hold physical bullion)
- Use this as the skeleton of every answer. It shows who does what and in what order.
- Recognition rule
- No operation as a bullion exchange or clearing corporation without IFSCA recognition
- Recognition is granted by IFSCA on an application and can be conditional. Read the exact conditions and any numeric eligibility criteria in the regulation text.
- Role of the clearing corporation
- Novation + margin collection + settlement guarantee + risk management
- Say this in one line for any question on the clearing corporation. Do not mix it with the depository's function.
- Role of the depository
- Electronic record of receipts = proof of ownership of vaulted bullion
- It records and transfers holdings. It does not store the metal.
- Role of the vault manager
- Physical custody + quality and quantity checks + support for receipt issue and redemption
- Receipts are backed by physical metal. Remember it as the link between metal and paper.
- Participant chain
- Trading member → trades; Clearing member → clears and settles; Qualified jeweller / TRQ holder → end user importing bullion
- Use this to place each participant in the right role before writing eligibility.
- Trading vs clearing
- Trading member admitted by the exchange; Clearing member admitted by the clearing corporation
- A single entity may hold both roles if the regulations and rules allow it and it meets both sets of conditions.
- Source of eligibility
- IFSCA regulations + exchange rules and bye-laws + conditions for TRQ and qualified jewellers
- Cite the regulation first, then the exchange or clearing corporation rules.
- Onboarding sequence
- Application → eligibility check → admission → compliance and ongoing obligations
- Use it as the skeleton for any onboarding or membership question.
- BDR chain
- Bullion deposited in vault → Depository issues BDR → BDR traded on IIBX → Clearing and settlement → Redemption for physical delivery (optional)
- Use this as the skeleton for any descriptive answer.
- Nature of a BDR
- BDR = receipt representing specified bullion held with the depository
- It is backed by the underlying metal. It is not a loan or a derivative.
- Role split
- Exchange = trading; Clearing corporation = settlement; Depository = BDR records; Vault = custody of metal
- Keep each function with its own entity in your answer.
- Products
- Gold and silver bullion (and BDRs on them)
- Confirm exact purity grades and lot sizes from your study material.
- Customs duty on clearance into DTA
- Duty = Assessable value × effective duty rate (plus any applicable cess/levy), then GST on the duty-paid value
- Use rates in force on the date of clearance. In exam problems, rates are usually given. Do not rely on remembered rates.
- Territory rule
- Stay in IFSC vault = no domestic duty; clearance to DTA = import and duty
- The taxable event for domestic duty is the movement into the DTA, not the exchange trade.
- TRQ benefit
- Quantity within allocated TRQ → concessional rate; quantity above TRQ → normal rate
- Compute the two portions separately.
- Eligible importer rule
- Import into DTA via IIBX only by persons eligible under the notified policy (e.g. qualified jewellers)
- State the eligibility condition before concluding any case.
Quick revision
- IIBX is the bullion exchange in the IFSC at GIFT City, regulated by IFSCA.
- IFSCA is the single regulator for the IFSC, so recognition and ongoing compliance flow from it.
- Know the chain: exchange, clearing corporation, vault, depository, members and clients.
- A Bullion Depository Receipt represents bullion held in a vault and is what gets traded.
- Learn who can be a member and who can only trade as a client, with the conditions for each.
- Be able to describe the BDR flow: deposit, issue, trading, settlement, redemption.
- Import of bullion through the exchange follows customs and related rules; learn them as a checklist.
- Recognised entities must meet continuing compliance and reporting duties.
- Always check the current text of the regulation before quoting any condition.
- In answers, state the rule, apply the facts, then give a firm conclusion.
Common mistakes
- Saying SEBI regulates IIBX Fix: Remember that IIBX sits in an IFSC and is regulated by IFSCA under the IFSCA Act, 2019.
- Treating IIBX as a normal commodity exchange outside the IFSC Fix: Always mention GIFT City and the IFSC framework in the first line.
- Saying the depository stores the physical bullion. Fix: Remember that the depository keeps electronic records. The vault manager keeps the physical metal.
- Treating the clearing corporation as part of the trading platform. Fix: Keep them separate. The exchange matches trades. The clearing corporation takes over the trade and guarantees settlement.
- Treating trading and clearing members as the same. Fix: Tie each to its function: trading means orders and trades, clearing means settlement and risk. Mention that one entity may hold both roles.
- Calling qualified jewellers and TRQ holders intermediaries. Fix: Describe them as end users who import bullion through IIBX. Only trading and clearing members are market intermediaries.
- Saying a BDR is the physical gold itself. Fix: Write that a BDR is a receipt representing bullion held in a vault. It can be redeemed for the metal.
- Saying metal moves with every trade. Fix: Explain that trading and settlement happen in BDRs. Physical movement happens only on redemption or withdrawal.
- Saying duty is payable when bullion is bought on IIBX Fix: Duty for the domestic market arises on clearance into the DTA. Stay in the IFSC vault means no domestic duty.
- Allowing any buyer to take delivery in India Fix: State that only persons eligible under the notified policy, such as qualified jewellers, may import through this route.
Exam tips
- Open every IIBX answer with three facts: bullion exchange, GIFT City IFSC, regulated by IFSCA.
- In case-based questions, follow provision, analysis, conclusion. Do not skip the conclusion.
- Give objectives as short bullet points with one line of reasoning each.
- Do not state numbers or limits unless you are sure. Plain-words rules are safer.
- Link the overview to the later topics on participants, products and customs, but do not repeat them in full.
- Open book does not mean you have time to search. Mark the recognition and role provisions of the regulation in advance.
- Start each answer with the regulator and the legal basis, then move to the facts.
- Use the four-box chain to distinguish institutions. Examiners often test the difference between the depository and the vault manager.
