Role of Strategic Leadership (CA Intermediate Strategic Management)

Updated 4 October 2026 · Fact-checked

Strategic leadership is the ability of top leaders to set direction, shape culture, allocate resources and drive execution so the organisation achieves its strategic intent. To answer exam questions, define it, list the relevant roles or traits, and link each point to the case given in the question.

Understand Role of Strategic Leadership

Every organisation has a strategy on paper. Strategic leadership decides whether that strategy becomes real. Strategic leaders are the people at the top, such as the CEO, board members and senior executives, who take responsibility for the long-term direction and performance of the whole organisation.

Think of a ship. The strategy is the route on the map. The strategic leader is the captain who picks the route, motivates the crew, reads the weather and changes course when needed. A good map with a weak captain still fails.

Strategic leadership means the ability to anticipate change, envision a future, stay flexible, and empower others to create strategic change when needed. It works at three levels of effort: setting direction (vision, mission, goals), shaping culture (values, behaviour, ethics) and driving execution (structure, resources, people, control).

Two styles are often compared. A transformational leader inspires people with a vision, challenges existing ways and pushes change. A transactional leader focuses on clear tasks, rewards for performance and corrections for deviations, keeping routine operations stable. Strategic leaders usually need both: transformation to change course and transaction to run the plan day to day.

Traits that matter for strategic leaders include vision, a long-term view, decisiveness, integrity, ability to build teams, emotional intelligence and willingness to learn. In exams, you are rarely asked for traits in isolation. You are asked to apply them to a case, so always connect a role or trait to what the leader in the case actually did.

Key rules to remember

Strategic leadership (definition)
Strategic leadership = Direction + Culture + Execution
A memory aid, not an ICAI formula. Use it to structure any answer on the role of strategic leaders.
Key roles of a strategic leader (memory list)
Set vision and direction | Shape culture and values | Allocate resources | Build and develop people | Drive change | Ensure control and accountability
Wording may differ in ICAI material. Use the points that fit the question and give each a one-line explanation.
Transformational vs transactional
Transformational = vision, inspiration, change | Transactional = tasks, rewards, routine control
State both and say which fits the situation: change or turnaround suits transformational, stable operations suit transactional.

How to solve Role of Strategic Leadership questions

Use this method for definition, role, trait and case-based questions on strategic leadership.

  1. 1Read the question and mark the ask: define, list roles, explain importance, compare styles or apply to a case.
  2. 2Open with a one-line definition of strategic leadership in your own words.
  3. 3Pick the roles or traits that match the question. For a case, pick those the leader actually showed.
  4. 4Explain each point in one or two lines: what the leader does and why it matters for strategy.
  5. 5Link each point to evidence from the case, such as a vision statement, a culture change or a restructure.
  6. 6If styles are asked, name transformational and transactional, give one difference each and say which the case shows.
  7. 7Close with a conclusion: strategy succeeds only when leaders direct, align culture and drive execution.

Quickest way: Define, list, link

When to use it: Use in the 70-mark written section for 4 to 6 mark answers, and for MCQ elimination on leadership questions.

  1. MCQs: if an option says leadership is only about daily supervision or only about rules, eliminate it. Strategic leadership concerns long-term direction.
  2. MCQs: match keywords. Inspire, vision and change point to transformational. Rewards, targets and routine point to transactional.
  3. Written: write one definition line, then 4 to 5 bullet points with a bold heading each and one explanatory line.
  4. Add a case link in each bullet using words from the question.
  5. Finish with a one-line conclusion. This takes under a minute and usually secures the presentation marks.

Common mistakes in Role of Strategic Leadership

  • Treating strategic leadership as the same as general management or supervision.

Both involve leading people, so the words seem interchangeable.

Fix: Stress the long-term, whole-organisation focus: direction, culture and execution of strategy.

  • Listing traits or roles with no explanation.

Students memorise lists and write only the headings.

Fix: Write one line per point on what the leader does and why it helps strategy.

  • Ignoring the case facts in case-based questions.

Students rush to write theory they know.

Fix: Quote or paraphrase the case in each point, for example the leader's new vision or change in culture.

  • Saying transformational leadership is always better than transactional.

Transformational sounds more modern and positive.

Fix: Say the right style depends on the situation. Change needs transformational, stable operations benefit from transactional, and strong leaders use both.

  • Forgetting the culture role.

Students focus on vision and resources, which feel more concrete.

Fix: Always include how leaders set values, ethics and behaviour, since culture decides how strategy is executed.

Worked examples

Example 1

Explain the key roles of a strategic leader in an organisation. (5 marks)

Show the solution
  1. Define: strategic leadership is the ability of top leaders to guide the organisation's long-term direction and make strategy happen.
  2. Role 1, Setting direction: the leader creates a clear vision, mission and goals so everyone knows where the organisation is heading.
  3. Role 2, Shaping culture: the leader sets values and ethical standards through own behaviour, so people act in line with strategy.
  4. Role 3, Allocating resources: the leader decides where money, people and technology go, backing the priorities of the strategy.
  5. Role 4, Building people and teams: the leader develops capable managers and empowers them to act.
  6. Role 5, Driving change and control: the leader leads change when the environment shifts and checks results against plans.
  7. Conclude: without these roles, even a sound strategy fails in execution.

Answer: Strategic leaders set direction, shape culture, allocate resources, build people, and drive change and control. Each role is explained above in one or two lines.

Example 2

A company's new CEO replaced an old rule-bound system with a bold vision of becoming a digital-first firm. She personally spoke to staff, encouraged experiments and rewarded new ideas. Another manager in the same firm only monitors monthly targets and gives bonuses for meeting them. Identify the leadership style of each and explain. (4 marks)

Show the solution
  1. The CEO set a bold vision, challenged the old system and inspired people to experiment. These are features of transformational leadership.
  2. The manager sets and monitors targets and gives rewards for meeting them. These are features of transactional leadership.
  3. Link to strategy: the CEO's style suits the firm's change to digital, while the manager's style keeps routine operations on track.
  4. Conclude: the firm benefits from both. Transformational leadership drives the change and transactional leadership keeps operations disciplined.

Answer: The CEO shows transformational leadership. The manager shows transactional leadership. Both are useful, with the CEO's style driving the strategic change.

Exam tips

  • Write a definition line first. It is easy marks and sets up your answer.
  • Most questions are case-based. Use the case facts to name the role, trait or style.
  • In comparison questions, give at least three points of difference, or two points plus a situation where each style fits.
  • Use bold headings for each role so the examiner can find your points quickly.
  • For MCQs, link keywords: vision and inspiration mean transformational, rewards and targets mean transactional.

Practice questions from Introduction to Strategic Management

Role of Strategic Leadership: frequently asked questions

What is strategic leadership in simple words?

It is how top leaders set the long-term direction, shape the culture and make sure strategy is carried out. It covers the whole organisation, not just one team or one task.

What is the difference between transformational and transactional leadership?

Transformational leaders inspire people with a vision and push change. Transactional leaders focus on tasks, rewards and correcting deviations to keep operations stable. Strategic leaders often need both depending on the situation.

How many roles of a strategic leader should I write?

Write four to six roles for a 5-mark answer, with a line of explanation each. Choose those that fit the question or case, and avoid listing without explanation.

Is strategic leadership linked to strategy implementation?

Yes. Leaders drive implementation through culture, resource allocation, structure and control. That is why this topic is studied alongside implementation and change management.
