Rule 55A CGST Rules: Tax Invoice to Accompany Transport of Goods
Updated 10 October 2026 · Fact-checked
Rule 55A of the CGST Rules requires the person in charge of a conveyance carrying goods to carry a copy of the tax invoice or bill of supply issued under the Rules. For e-invoiced supplies, a physical copy, the QR code with the IRN, or the IRN in electronic form can be shown to the officer.
Understand Rule 55A: Tax Invoice to Accompany Transport of Goods
Goods move from supplier to buyer on trucks, tempos and couriers. A GST officer who stops a vehicle needs proof of what the goods are, who sent them, and that tax is being accounted for. The first proof is the supply document. Rule 55A puts this duty on the person in charge of the conveyance, usually the driver.
The document is the tax invoice (issued under Rule 46) or, where the supplier does not charge tax, the bill of supply (issued under Rule 49). The rule also covers the invoice issued in the e-invoice format. So the invoice must not stay in the office. A copy must travel with the goods.
The link with e-invoicing is practical. A supplier who must issue an e-invoice (Rule 48) gets an Invoice Reference Number (IRN) and a QR code from the Invoice Registration Portal. For such invoices, the person in charge may carry the physical copy, or the QR code carrying the IRN in physical form, or show the IRN in electronic form for verification by the proper officer. This saves paper and lets the officer check the invoice online.
Rule 55A is a different requirement from the e-way bill. The e-way bill (Rules 138 onwards) is a separate electronic document needed in specified cases. Rule 138A lists the documents and devices to be carried. The invoice or bill of supply is one of them. Think of Rule 55A as the base document, with the e-way bill sitting on top where the law requires it.
For exams, remember who carries it (person in charge of the conveyance), what is carried (tax invoice or bill of supply), and how the e-invoice proviso relaxes the form of carrying.
Key rules to remember
- Core duty under Rule 55A
- Person in charge of conveyance → carries copy of tax invoice or bill of supply → during transport of goods
- The duty is on the person in charge of the conveyance, not on the supplier. The supplier must still issue the document correctly.
- Which document
- Tax invoice (Rule 46) | Bill of supply (Rule 49)
- Use the tax invoice where tax is charged. Use the bill of supply for exempt supplies or where the supplier is under composition. Rule 54 deals with certain other cases of invoices.
- E-invoice proviso
- E-invoice (Rule 48) → carry physical copy OR QR code with IRN (physical) OR IRN in electronic form
- Any one of the three satisfies the officer. The IRN is the unique number generated by the Invoice Registration Portal.
- Link with e-way bill
- Rule 55A document + e-way bill (where required under Rule 138) = documents to be carried (Rule 138A)
- Carrying an invoice does not replace the e-way bill where one is required.
How to solve Rule 55A: Tax Invoice to Accompany Transport of Goods questions
Use this method for any question on documents to be carried during transport of goods.
- 1Identify who is moving the goods and who is the person in charge of the conveyance.
- 2Decide the supply document: tax invoice if tax is charged, bill of supply if it is exempt or the supplier is a composition dealer.
- 3Check whether the supplier is required to issue an e-invoice. If yes, note the IRN and QR code.
- 4Apply Rule 55A: a copy of the invoice or bill of supply must be with the person in charge. For e-invoices, check which of the three allowed forms is available.
- 5Check separately whether an e-way bill is required under Rule 138 and carry that too, as per Rule 138A.
- 6Conclude clearly: compliant or not, and which document is missing.
Quickest way: Three-question check
When to use it: For MCQs and short scenario questions where you must say whether the driver's papers are enough.
- Is the invoice or bill of supply copy with the vehicle, in a permitted form?
- If it is an e-invoice, is the IRN available as a physical copy, a QR code or in electronic form?
- Is an e-way bill also required, and is it present? If any answer is no, the papers are incomplete.
Common mistakes in Rule 55A: Tax Invoice to Accompany Transport of Goods
Saying a delivery challan or a typed list is enough in place of the invoice.
Students mix up the documents used when goods move without a sale.
Fix: For a supply of goods, Rule 55A calls for the tax invoice or bill of supply. A delivery challan is used in cases the Rules specifically allow.
Treating Rule 55A and the e-way bill as the same thing.
Both are about documents during transport.
Fix: Rule 55A is about the invoice or bill of supply. The e-way bill is a separate electronic document under Rule 138. Where required, both are carried.
Thinking the supplier has to be in the vehicle.
The word 'carry' is linked to the seller in the student's mind.
Fix: The duty is on the person in charge of the conveyance, such as the driver. The supplier's duty is to issue the document.
Saying an e-invoiced consignment must always carry a printed invoice.
Students ignore the e-invoice proviso.
Fix: The person in charge may carry the physical copy, the QR code with IRN in physical form, or the IRN in electronic form.
Using a tax invoice for exempt goods or a bill of supply where tax is charged.
Students forget the document depends on the nature of supply.
Fix: Tax charged: tax invoice. Exempt supply or composition supplier: bill of supply.
Worked examples
Example 1
A registered trader in Pune sends taxable goods to a buyer in Nashik in a goods carrier. The driver holds only a handwritten note listing the items. Is Rule 55A complied with?
Show the solution
- The goods are a taxable supply, so the supply document is a tax invoice under Rule 46.
- Rule 55A requires the person in charge of the conveyance to carry a copy of that tax invoice.
- A handwritten note is not the tax invoice.
- Whether an e-way bill is also needed depends separately on Rule 138.
Answer: Rule 55A is not complied with. The driver must carry a copy of the tax invoice. A handwritten note does not satisfy the rule.
Example 2
Meenakshi Traders issues an e-invoice with an IRN for goods worth ₹2,40,000 sent by road to a customer in Madurai. The driver has no printed invoice but has the printed QR code carrying the IRN. Is this acceptable under Rule 55A? Is anything else needed?
Show the solution
- The invoice is issued under Rule 48 as an e-invoice, so the e-invoice proviso applies.
- Under the proviso, the person in charge may carry the physical copy, or the QR code with the IRN in physical form, or the IRN in electronic form.
- The driver carries the QR code with the IRN in physical form. This is a permitted form.
- The Rule 55A requirement is met. Separately, check whether an e-way bill is needed under Rule 138 and carry it too, as Rule 138A requires.
Answer: Yes, the printed QR code with the IRN satisfies Rule 55A for an e-invoice. The e-way bill requirement is separate, and the e-way bill must also be carried if it is required.
Exam tips
- Write the rule number with the rule name. Mention Rule 55A, the invoice or bill of supply, and the person in charge of the conveyance.
- In scenario answers, state the conclusion first and then give the reason in two lines.
- Always mention the e-invoice options (physical copy, QR code with IRN, or IRN in electronic form) when the question talks about e-invoicing.
- Keep Rule 55A and Rule 138A apart in your answer. Rule 138A gives the full list of documents, which includes the e-way bill.
- In MCQs, watch for options that confuse the carrier's duty with the supplier's duty.

What does Rule 55A of the CGST Rules say?
It says the person in charge of a conveyance carrying goods must carry a copy of the tax invoice or bill of supply issued under the Rules. For e-invoices, specific alternative forms are allowed.
Who must carry the invoice during transport under Rule 55A?
The person in charge of the conveyance, typically the driver or transporter's representative. The supplier must issue the invoice, but the carrying duty is on this person.
