A foreign Certifying Authority issues an electronic signature Certificate to an Indian bank's overseas customer. Under Section 19 of the IT Act, 2000, when is that Certificate valid for the purposes of the Act?

The Certificate is valid when the Controller, with the Central Government's previous approval, has recognised the foreign Certifying Authority by notification in the Official Gazette. Section 19 of the IT Act, 2000 makes certificates of a recognised authority valid for the Act.
