The statement of compliance is made jointly by an advocate, Company Secretary, Chartered Accountant or Cost Accountant engaged in forming the LLP and by any one subscriber to the incorporation document. It is not made by the Registrar, and a professional is required.

Explanation

Section 11(1)(c) requires a statement by an advocate, Company Secretary, Chartered Accountant or Cost Accountant engaged in the formation, and by any one who subscribed his name to the document. The Registrar does not make it, and it is not limited to Company Secretaries.
