Rules framed under an Act by the Central Government are typically required to be laid before Parliament. What is the main purpose of this requirement?

Laying rules before Parliament is meant to give the legislature oversight and control over delegated legislation. Parliament can examine the rules and, where the parent Act allows, modify or annul them, keeping the executive within the authority it was given.

  1. ATo let Parliament exercise control and oversight over delegated legislationCorrect
  2. BTo convert the rules into a Constitutional Amendment
  3. CTo allow the Supreme Court to draft the rules
  4. DTo make the rules applicable only to Parliament members

Explanation

Laying rules before the Houses lets Parliament scrutinise and, where the Act provides, modify or annul them. It does not turn them into constitutional amendments, and the courts do not draft them. It is a form of legislative control.
