The Central Board of Trustees of the EPF wishes to speed up decision-making on the administration of the schemes. Under the Code on Social Security, 2020, which step is permitted?

The Central Board may, by order, delegate its powers and functions to its Chairperson, its Executive Committee or any of its officers, subject to conditions and limitations it specifies, for efficient administration of the schemes. Being a body corporate does not prevent delegation, and no parliamentary sanction is required.

  1. AIt may by order delegate its powers and functions to its Chairperson, Executive Committee or any of its officers, subject to conditions it specifiesCorrect
  2. BIt may delegate powers only to a State Board and not to its own officers
  3. CIt may delegate only with prior sanction of Parliament
  4. DIt cannot delegate any power because it is a body corporate

Explanation

Section 4(5) allows the Central Board, by order, to delegate to its Chairperson, Executive Committee or any of its officers such powers and functions as it deems necessary for efficient administration of the schemes, subject to conditions and limitations it specifies. Being a body corporate (section 4(2)) does not bar delegation.
