The Director (Discipline) forms the opinion that CS Meera Shah is guilty of misconduct mentioned only in the Second Schedule. Before whom must the matter be placed?
The matter goes to the Disciplinary Committee. Under the Act, First Schedule misconduct is placed before the Board of Discipline, whereas misconduct in the Second Schedule, or in both Schedules, is placed before the Disciplinary Committee.

Explanation
Section 21(3) says First Schedule misconduct goes to the Board of Discipline, while misconduct in the Second Schedule, or in both Schedules, goes to the Disciplinary Committee. Here only the Second Schedule is involved, so the Board of Discipline is wrong.
