The Executive Committee has met without the President, who is a member of it. The Vice-President is present, and the other members are the elected Council members. Which statement on who chairs the meeting is correct?

The Vice-President chairs the meeting. Under section 17(7), where the President is a committee member he is Chairman, and in his absence the Vice-President, if also a member, becomes Chairman. The committee's free election of a Chairman does not apply in this case.

  1. AThe Committee elects any member as Chairman since the President is absent
  2. BThe Vice-President is the Chairman, as the President is a member but absentCorrect
  3. CThe senior-most elected member is the Chairman
  4. DThe meeting cannot be held until the President is present

Explanation

Under section 17(7), a committee elects its own Chairman, but where the President is a member he is Chairman, and in his absence the Vice-President, if a member of the committee, is Chairman. Here the Vice-President is a member and present, so he chairs; the committee's own election applies only otherwise.
