Under section 21(3) of the IT Act, 2000, a licence to issue electronic signature Certificates is valid for a period determined by whom?

The licence is valid for the period prescribed by the Central Government. Section 21(3)(a) states this, along with the rule that it is subject to terms and conditions specified by the regulations. Neither the Certifying Authority, a civil court nor the Controller case by case sets the validity period.
