Under Section 69B of the Information Technology Act, 2000, who has the power to authorise a Government agency to monitor and collect traffic data or information?

The Central Government holds the power. Under Section 69B(1) it authorises any agency of the Government by notification in the Official Gazette to monitor and collect traffic data or information.
