Under Section 8 of the MSMED Act, 2006, who decides the form of the memorandum and the procedure for filing it?

The Central Government decides, by notification, after obtaining the recommendations of the Advisory Committee. Section 8(2) fixes the form and procedure of filing, and Section 8(5) requires the specified authorities to follow that procedure.
