Under the General Clauses Act, 1897, where an Act is not expressed to come into operation on a particular day, when does it come into operation?

Where a Central Act does not state a commencement date, it comes into operation on the day it receives the assent of the President (formerly the Governor-General). Introduction or publication does not decide commencement under the General Clauses Act, 1897.

Explanation
