Under the Information Technology Act, 2000, to whom must a person apply for a licence to issue electronic signature Certificates?
The application for a licence to issue electronic signature Certificates is made to the Controller. The Act says any person may apply to the Controller under section 21(1). The Central Government only prescribes the qualifying requirements, and neither the RBI nor a High Court receives the application.
