- AThe Central Government, by notification
- BThe State Government, by notificationCorrect
- CThe Director of legal metrology

Explanation
Section 14(1) empowers the State Government, by notification, to appoint the Controller, Additional, Joint, Deputy and Assistant Controllers, Inspectors and other employees for intra-State trade and commerce. The Central Government appoints the Director and officers for inter-State trade under section 13(1), which is why that option is wrong.
