CS Professional · Paper 4.1
CS Professional CSR and Social Governance Paper Guide
CSR and Social Governance is Elective 1, paper 4.1 of CS Professional. It is a 100-mark, 3-hour written, open book paper: 50 marks for CSR and 50 for Social Governance. You score by stating the provision, applying it to the facts, and giving a clear conclusion. Prepare by mapping each chapter to its legal source.
This paper is Elective 4.1 in Group 1. It carries 100 marks, split equally: 50 for Corporate Social Responsibility and 50 for Social Governance. It is a descriptive paper of 3 hours, with 15 extra minutes for reading the question paper. There are no MCQs and no negative marking. Elective papers are open book.
The CSR half tests how a company plans, runs and reports its CSR. You deal with the CSR policy, projects, implementing agencies, impact assessment, audit, government guidelines, the Sustainable Development Goals and the Social Stock Exchange. The Social Governance half moves to non-corporate entities: societies, trusts, partnerships, model meeting codes, reporting, foreign funding and local self governance.
The paper is case-based. A typical question gives you a company or a trust, with facts, and asks what it must do. You need the provision, an application to those facts, and a conclusion. Students usually do well when they answer in that order and quote the exact rule. They lose marks by writing general essays on social good. Open book access helps only if you know where each item sits in your material. A student who searches during the exam runs out of time.

How to prepare CSR and Social Governance
The syllabus is wide but each chapter ties to a specific law, rule or guideline. Build your plan around that source so that open book use is fast and your answers are precise.
- Split the 16 chapters into the two halves, CSR and Social Governance, and give each half equal study time since each carries 50 marks.
- For each CSR chapter, list the governing source: the Companies Act provisions and rules on CSR, the applicability conditions, the CSR Committee, the policy contents, and the reporting requirements. Learn the conditions exactly as written in the official text.
- Study CSR projects, implementing agencies, impact assessment and audit as one connected process: plan, approve, implement, monitor, assess, report. Draw it as a flow and be ready to explain who does what.
- Treat Guidelines on CSR, the Sustainable Development Goals, the Impact of CSR and the Social Stock Exchange as a separate block. Learn the purpose, the key features and how each links to a company's CSR decisions.
- For Social Governance, build a comparison note for societies, trusts and partnership firms: governing law, formation, management, meetings, accounts, and compliance. Keep it to points you can scan quickly in the exam.
- Learn the reporting and foreign funding chapters through the compliance steps: what is filed or maintained, by whom, and what permission or registration applies. Use the official text for the exact conditions.
- Practise case-style questions every week. Write each answer in three parts: provision, application to the facts, conclusion. Then check whether you cited the right source.
- Before the exam, tab and index your open book material by chapter and topic. Do two timed full papers so you learn how long a lookup takes.
Time management in the exam
- Use the 15 minutes of reading time to mark which questions you can answer from memory and which need a lookup. Start with the memory ones.
- You have 180 minutes for 100 marks, so budget a little under two minutes per mark. Keep about 10 minutes at the end for review.
- Split your time between the halves according to the marks. Do not spend extra time on CSR just because it feels familiar.
- Limit each open book lookup to a couple of minutes. If you cannot find a provision fast, write the principle, move on and return later.
- Write short, structured answers: provision first, then application, then conclusion. Long background paragraphs cost time and earn nothing.
- In case questions, underline the facts that decide the answer, such as the type of entity, the amounts and the dates, before you write.
Mistakes that cost marks in CSR and Social Governance
Writing general social-welfare essays instead of legal answers
Fix: Open each answer with the governing provision or guideline, then apply it to the facts given.
Treating the Social Governance half as lighter
Fix: Give both halves equal study and practice time and prepare comparison notes for each entity type.
Mixing up rules for companies and non-corporate entities
Fix: Keep a one-page table per entity in your own notes covering the governing law, management, meetings and accounts, and check the entity in the question before you write.
Relying on the open book instead of preparation
Fix: Study as if the exam were closed book. Use the book only to confirm exact wording, and index it by topic in advance.
Ignoring the facts in case questions
Fix: Underline the decisive facts, answer exactly what is asked, and finish with a clear conclusion.
Using outdated provisions or guidelines
Fix: Use the current official text and the latest study material for the June 2027 session, and update your notes whenever a rule changes.
