Fiscal, Revenue and Primary Deficit Explained for CSEET
Updated 11 October 2026 · Fact-checked
A budget deficit shows how much the government spends beyond what it earns. Revenue deficit = revenue expenditure − revenue receipts. Fiscal deficit = total expenditure − (revenue receipts + non-debt capital receipts). Primary deficit = fiscal deficit − interest payments. Solve by finding each gap in order, then say how it is financed.
Understand Budget Deficits: Fiscal, Revenue and Primary
Every year the government plans to receive money and spend money. When spending is more than receipts, there is a deficit. The Budget measures this gap in different ways, because each way tells a different story about the government's finances.
The revenue deficit looks only at the day-to-day account. It is revenue expenditure minus revenue receipts. Revenue expenditure covers salaries, subsidies, interest and running costs. These create no asset. So a revenue deficit means the government is borrowing even to meet routine spending. That is a warning sign.
The fiscal deficit is the broadest and most quoted gap. It is the total borrowing the government needs in the year. Take total expenditure (revenue plus capital). Subtract revenue receipts and those capital receipts that are not borrowing, such as recovery of loans and disinvestment proceeds. What remains must be borrowed.
The primary deficit removes interest payments from the fiscal deficit. Interest is the cost of past borrowing. So primary deficit shows how much new borrowing is needed for this year's own activities. If it is zero, borrowing is only to pay interest.
The effective revenue deficit is revenue deficit minus grants given for creating capital assets. Such grants (for example to States) are booked as revenue expenditure, but they build assets. This measure gives a truer picture of consumption-type spending.
Financing: the fiscal deficit is met by borrowing. Sources are market borrowings through government securities and treasury bills, small savings and other liabilities, external borrowing, and drawing down cash balances. Printing money, called deficit financing through the RBI, is not the normal route now.
Key rules to remember
- Revenue deficit
- Revenue deficit = Revenue expenditure − Revenue receipts
- Applies only when revenue expenditure is more than revenue receipts.
- Effective revenue deficit
- Effective revenue deficit = Revenue deficit − Grants for creation of capital assets
- Adjusts for grants that build assets but are shown as revenue spending.
- Fiscal deficit
- Fiscal deficit = Total expenditure − (Revenue receipts + Non-debt capital receipts)
- Total expenditure = revenue expenditure + capital expenditure. Non-debt capital receipts include loan recoveries and disinvestment.
- Fiscal deficit (borrowing form)
- Fiscal deficit = Total borrowings and other liabilities
- Same figure seen from the financing side.
- Primary deficit
- Primary deficit = Fiscal deficit − Interest payments
- A negative result would be a primary surplus.
- Fiscal deficit from components
- Fiscal deficit = Revenue deficit + Capital expenditure − Non-debt capital receipts
- Useful shortcut when revenue deficit is given.
How to solve Budget Deficits: Fiscal, Revenue and Primary questions
Use this order for any numerical or theory question on budget deficits.
- 1Read the question and note which deficit is asked: revenue, effective revenue, fiscal or primary.
- 2List the given items and tag each: revenue receipt, revenue expenditure, capital receipt (debt or non-debt), capital expenditure, interest, grants for assets.
- 3Remove items that do not belong. Borrowings are debt receipts, so exclude them from the fiscal deficit calculation.
- 4Apply the formula for the asked deficit. Show the formula first, then substitute values.
- 5Calculate in the right order: revenue deficit first, then fiscal, then primary.
- 6State the meaning in one line, for example what a positive primary deficit tells you.
- 7If financing is asked, list the sources: market borrowings, small savings, external funds, cash balance drawdown.
- 8Write units in ₹ crore and check the answer matches the borrowing figure.
Quickest way: Three-line deficit ladder
When to use it: Use when a table of figures is given and you must find several deficits fast.
- Line 1: Revenue deficit = revenue expenditure − revenue receipts.
- Line 2: Fiscal deficit = revenue deficit + capital expenditure − non-debt capital receipts.
- Line 3: Primary deficit = fiscal deficit − interest.
- Cross-check: fiscal deficit must equal the total borrowing given, if any.
Common mistakes in Budget Deficits: Fiscal, Revenue and Primary
Counting borrowings as a receipt while finding fiscal deficit.
Borrowing is a capital receipt, so students add all capital receipts.
Fix: Use only non-debt capital receipts. Borrowing is what the fiscal deficit finances.
Subtracting interest from revenue deficit to get primary deficit.
Students mix up the base figure.
Fix: Primary deficit always starts from the fiscal deficit.
Writing the formula as receipts − expenditure.
Reversal of order gives a negative number and confusion.
Fix: Always put expenditure first. A positive answer is a deficit.
Ignoring capital expenditure in fiscal deficit.
Students stop after the revenue account.
Fix: Fiscal deficit uses total expenditure, revenue plus capital.
Confusing effective revenue deficit with revenue deficit.
Names sound alike.
Fix: Effective revenue deficit subtracts grants for creating capital assets from the revenue deficit.
Saying the fiscal deficit is financed by taxes.
Taxes are the main receipt, so students assume they cover everything.
Fix: Taxes are already in revenue receipts. The gap left is financed by borrowing.
Worked examples
Example 1
Find the revenue deficit, fiscal deficit and primary deficit. Revenue receipts ₹20,00,000 crore; revenue expenditure ₹30,00,000 crore; capital expenditure ₹10,00,000 crore; non-debt capital receipts ₹2,00,000 crore; interest payments ₹10,00,000 crore.
Show the solution
- Revenue deficit = 30,00,000 − 20,00,000 = ₹10,00,000 crore.
- Total expenditure = 30,00,000 + 10,00,000 = ₹40,00,000 crore.
- Fiscal deficit = 40,00,000 − (20,00,000 + 2,00,000) = ₹18,00,000 crore.
- Check: revenue deficit + capital expenditure − non-debt capital receipts = 10,00,000 + 10,00,000 − 2,00,000 = ₹18,00,000 crore.
- Primary deficit = 18,00,000 − 10,00,000 = ₹8,00,000 crore.
Answer: Revenue deficit ₹10,00,000 crore; fiscal deficit ₹18,00,000 crore; primary deficit ₹8,00,000 crore.
Example 2
Explain how a fiscal deficit of ₹15,00,000 crore may be financed, and find the effective revenue deficit if revenue deficit is ₹9,00,000 crore and grants for creation of capital assets are ₹3,00,000 crore.
Show the solution
- Effective revenue deficit = revenue deficit − grants for capital assets.
- Substitute: 9,00,000 − 3,00,000 = ₹6,00,000 crore.
- The fiscal deficit equals the total borrowing needed, so ₹15,00,000 crore must be raised.
- Main sources: market borrowings through government securities and treasury bills; small savings and other liabilities; external borrowing; drawing down cash balances.
- Heavy borrowing raises the interest burden in later years, which is why deficits are watched closely.
Answer: Effective revenue deficit is ₹6,00,000 crore. The ₹15,00,000 crore fiscal deficit is financed mainly by borrowing from the market, small savings, external sources and cash balances.
Exam tips
- Write the formula before substituting. Marks are often given for the formula alone.
- Show the cross-check using revenue deficit + capital expenditure − non-debt capital receipts.
- In theory answers, give meaning, formula, significance and financing in four short parts.
- For difference questions, compare coverage: revenue deficit covers the revenue account only, fiscal deficit covers total borrowing.
- Always include units: ₹ crore.

Budget Deficits: Fiscal, Revenue and Primary: frequently asked questions
What is the fiscal deficit formula?
Fiscal deficit = total expenditure − (revenue receipts + non-debt capital receipts). It equals the total borrowing the government needs in the year.
What is the difference between fiscal deficit and revenue deficit?
Revenue deficit covers only the revenue account: revenue expenditure minus revenue receipts. Fiscal deficit also includes capital expenditure and shows total borrowing needs.
How is primary deficit calculated?
Subtract interest payments from the fiscal deficit. It shows borrowing needed apart from paying interest on past debt.
How is fiscal deficit financed?
Mainly by borrowing: government securities and treasury bills in the market, small savings, external borrowing and use of cash balances.
