A Central Government SEZ existed before the 2005 Act commenced and no Authority has yet been constituted for it. Who exercises control over it in the meantime?

Until the Authority is constituted, the person or authority already controlling the existing SEZ, including the Development Commissioner, continues to exercise control. The Authority is to be constituted by the Central Government within six months of the Act's commencement.

Explanation
