A country's parliament passes an Act that sets out a general framework for consumer protection and gives the Minister for Trade power to make detailed regulations under it. Which term describes the detailed regulations made by the Minister under that power?

The Minister's detailed regulations are delegated legislation. Parliament passed the enabling Act, which is primary legislation, and gave the Minister power to make detailed rules under it. Those rules are therefore secondary law, not an Act itself and not a court-made precedent.
