In Tuckman's model of team development, a newly formed team is arguing over who should lead tasks and how work should be divided, with open disagreement between members. Which stage is the team in?
The team is in the storming stage. In Tuckman's model this is where members openly disagree about roles, leadership and how work is divided. Forming is the earlier polite orientation stage, and norming is the later stage in which agreed working methods and cooperation develop.

- CNorming
Explanation
Storming is the stage where members challenge each other, contest roles and leadership, and conflict surfaces. Forming is the polite, orientation stage with little conflict. Norming comes later, when agreed rules and cooperation develop.
