The Industrial Relations Code, 2020 was enacted earlier, but a compliance officer at Kaveri Steels asks how its commencement works. Which statement is correct as per the Code's commencement clause?

Under the commencement clause, the Code comes into force on a date the Central Government appoints by Official Gazette notification, and different dates may be appointed for different provisions. References to commencement in a provision mean that provision's coming into force. States and ratification do not control it.

  1. AIt came into force automatically on the day the President gave assent, for all provisions
  2. BThe Central Government may notify the date, and different dates may be fixed for different provisionsCorrect
  3. CEach State Government alone decides the date for establishments within its territory
  4. DIt comes into force only after a two-thirds majority of states ratify it

Explanation

Section 1(3) provides that the Code comes into force on the date the Central Government appoints by notification in the Official Gazette, and different dates may be appointed for different provisions. The footnote records 21 November 2025 as the notified date. Automatic or state-driven commencement is not what the clause says.
