Under section 5 of the RTI Act, 2005, an officer whose assistance is sought by the Public Information Officer fails to render help, causing a contravention. How is that officer treated?
The officer is treated as a Public Information Officer for the purposes of the contravention. Section 5(5) obliges the officer whose assistance is sought to render all assistance, and for any contravention he is deemed a Central or State Public Information Officer.

Explanation
