Under the Companies (Registered Valuers and Valuation) Rules, 2017, a person who wishes to act as a registered valuer must first be enrolled with which kind of body?

A person must be a member of a Registered Valuers Organisation recognised by the authority. The RVO handles enrolment, training and professional conduct of valuers, and valuers are registered with the authority through it, not through the Registrar of Companies, a stock exchange or the Institute directly.
