How to prepare Cost Auditing and Assurance Standards
This chapter rewards close reading of the standard's wording, so prepare it in layers: structure first, then paragraphs, then application.
- Read the overview of SCA 101-110 once and note the title and purpose of each standard. Do not memorise every detail yet.
- Read SCA 103 in order: introduction, objectives, scope, definitions, requirements. Notice that Section 103.2 states the overall objectives and 103.5 states what the auditor shall do.

Confusing professional skepticism with professional judgement.
Fix: Remember skepticism is a questioning mind and critical assessment of evidence. Judgement is applying training, knowledge and experience to decide the right course of action.
Saying the auditor must comply with every standard in all audits.
Fix: State that the auditor complies with each standard relevant to the audit, meaning it is in effect and the circumstances it addresses exist.
Treating reasonable assurance as absolute assurance.
Fix: Link it to evidence: the auditor reduces audit risk to an acceptably low level, not to zero. Say this in your answer.
Mixing up qualification and disclaimer of opinion.
Fix: Qualify when reasonable assurance cannot be obtained. Disclaim only in extreme cases.
Giving general audit theory without naming the standard or paragraph idea.
Fix: Anchor your answer to SCA 103 and its wording on cost statements and cost auditor. Name the standard and then apply it to the facts.
Forgetting the management's role in cost statements.
Fix: Recall that SCA 103's scope describes management's responsibility for preparing and presenting the cost statement, identifying the cost reporting framework and laying down cost accounting policies.
