Memos, Circulars and Press Releases Explained
Updated 10 October 2026 · Fact-checked
A memo is a short internal message within an organisation. A circular is one notice sent to many people at once, inside or outside the firm. A press release is an official announcement sent to the media. To answer MCQs, identify the audience, purpose and format first.
Understand Memos, Circulars and Press Releases
Every organisation needs to pass on information in writing. The three documents in this topic do this for three different audiences. Your job in the exam is to match the document to the situation.
A memorandum (memo) is an internal document. It travels between people in the same organisation, usually a manager to staff, or one department to another. It is short, direct and formal in tone. It carries no salutation such as 'Dear Sir' and no complimentary close. It is used for instructions, requests, reminders and policy changes.
A circular is one message sent to a large group at the same time. The group may be employees, members of an association, dealers or customers. Because it is a general announcement, it is not addressed to one person. It has a heading, a reference number, a date, the body and the sender's signature. Circulars are used for changes in rules, holiday notices, new procedures and price changes. Where a memo is typically for a person or a small group, a circular is meant for many.
A press release is an official statement given to newspapers, TV, news websites and other media. Its aim is to get the organisation's news published. Typical news is a product launch, results, an appointment, an award or a merger. It should carry a headline, a dateline (place and date), a lead paragraph that answers who, what, when, where and why, supporting details, a quote from a spokesperson, and contact details of the person to approach. It is written in the third person, in a neutral, factual style. The most important facts come first.
A simple way to remember: memo is for inside, circular is for many, press release is for the media.
Key formulas to remember
- Memo format
- Organisation name → 'MEMORANDUM' → To / From / Date / Subject (and Ref. no.) → Body → Initials or signature
- No salutation and no closing phrase. Subject line is brief and clear. Used for internal communication.
- Circular format
- Heading → Reference no. and Date → Subject → Body → Name, designation and signature of issuer
- Addressed to a group, not one person. The same text goes to everyone.
- Press release format
- Headline → Dateline → Lead (5 Ws and How) → Body details → Quote → About the organisation → Media contact
- Written in the third person. Most important information first (inverted pyramid).
- Memo vs circular
- Memo = internal, one person or small group, short. Circular = many recipients, inside or outside the firm, general.
- Both are formal and written. The difference is mainly audience and spread.
- Audience rule
- Staff only → memo. Large group → circular. Public through media → press release.
- Use this as the first check in any MCQ.
How to solve Memos, Circulars and Press Releases questions
Most MCQs ask you to identify a document, choose the correct feature, or spot an error in format. Use the same steps each time.
- 1Read the situation and find the audience: one person, a group, or the media.
- 2Check whether the message is internal or external.
- 3Match it: internal and short is a memo, broad notice to many is a circular, news for publication is a press release.
- 4If the question asks about format, recall the parts in order for that document.
- 5Look for tell-tale features: no salutation points to a memo, a headline and dateline point to a press release, a reference number with general notice points to a circular.
- 6Eliminate options that mix features, such as a memo with a complimentary close.
- 7Pick the option that fits both the purpose and the audience.
Quickest way: Audience-first elimination
When to use it: Use it for any MCQ that asks which document fits a situation or which feature belongs to which document.
- Ask: who will read it? Staff, many people, or the public through media?
- Link the answer: staff means memo, many means circular, media means press release.
- Cross out options with the wrong audience.
- If two options remain, check format clues such as salutation, headline or reference number.
Common mistakes in Memos, Circulars and Press Releases
Adding 'Dear Sir' and 'Yours faithfully' to a memo.
Students treat every written message like a business letter.
Fix: Remember that a memo has To, From, Date and Subject instead, and ends without a closing phrase.
Saying a circular is only for people outside the organisation.
The word sounds like something distributed to the public.
Fix: A circular can go to employees, members, dealers or customers. What matters is that many people receive the same message.
Treating a memo and a circular as the same thing.
Both are short formal notices.
Fix: Compare audience: memo is internal and usually directed to a person or small group, circular is for a wide group.
Writing a press release in the first person or with promotional language.
Students think it is an advertisement.
Fix: Write in the third person, state facts, and put the key news in the first paragraph.
Leaving out the media contact or dateline in a press release.
Students focus only on the story.
Fix: Always include the contact person and the place and date so journalists can verify and follow up.
Placing the key news at the end of a press release.
Students build up like an essay.
Fix: Use the inverted pyramid: the most important facts first, background later.
Worked examples
Example 1
The HR manager of Sundaram Textiles wants to inform all 400 employees that the office will close at 2 pm on Friday for a festival. Which document is most suitable, and which is not: memo, circular or press release?
Show the solution
- Audience: 400 employees, a large group within the organisation.
- The message is a general notice, the same for everyone.
- A circular fits a general notice to many people.
- A press release is for the media, so it does not suit.
- A memo is usually for a person or small group, so it is less suitable than a circular here.
Answer: A circular is most suitable; a press release is not suitable.
Example 2
Which one of these is a correct feature of a press release? (A) It begins with 'Dear Sir' (B) It is written in the third person with the key news first (C) It is meant only for staff (D) It ends with 'Yours faithfully'
Show the solution
- A press release is meant for the media, so option C is wrong.
- 'Dear Sir' and 'Yours faithfully' belong to letters, so A and D are wrong.
- A press release gives the main facts first and uses the third person.
- Option B matches this.
Answer: (B) It is written in the third person with the key news first
Exam tips
- Start every question with the audience. It removes most wrong options quickly.
- Remember the one-line cues: memo has no salutation, circular has a reference number and a general audience, press release has a headline and dateline.
- Watch for the words 'internal', 'media' and 'large group' in the question. They usually give the answer.
- Do not confuse a circular with a notice of a meeting. Study notices and agendas separately.
- If you are stuck between two options, pick the one that matches purpose and audience, not just the format.

Memos, Circulars and Press Releases: frequently asked questions
What is the difference between a memo and a circular?
A memo is an internal message, usually to one person or a small group. A circular is a general announcement sent to many people, who may be inside or outside the organisation. Both are formal and written.
Does a memo have a salutation?
No. A memo uses the To, From, Date and Subject lines instead of 'Dear Sir'. It also ends without a complimentary close.
How do I write a press release?
Begin with a clear headline and a dateline. Put the main news in the first paragraph, covering who, what, when, where and why. Add details, a spokesperson's quote, a short note on the organisation and contact details for the media.
Is a circular the same as a notice?
They are similar because both inform people. A circular is a general message for wide circulation, while a notice is often tied to a specific event, such as a meeting. Check the wording of the question for the context.
