A Bill is presented to the President after being passed by both Houses. Which course is NOT open to the President in the case of an ordinary Bill?

The President cannot amend a Bill personally and enact it without Parliament. For an ordinary Bill, the President may assent, withhold assent, or return it for reconsideration. Changes to the text are made only by Parliament, so the option of personal amendment is not available to the President.

  1. AGiving assent to the Bill
  2. BWithholding assent to the Bill
  3. CReturning the Bill to the Houses for reconsideration, with a message
  4. DAmending the Bill personally and then enacting it without ParliamentCorrect

Explanation

For an ordinary Bill the President may give assent, withhold assent or return it for reconsideration, except that a Money Bill cannot be returned. The President has no power to amend a Bill personally and enact it without Parliament. Legislative amendment rests with Parliament alone, so that option is wrong.
