A person without authority attempts to log in to a power grid control system that the Government has notified as a protected system, but is stopped before gaining access. What is the position under Section 70?

The attempt itself is punishable with imprisonment which may extend to ten years and fine. Section 70(3) covers both securing access and attempting to secure access to a protected system in contravention of the section. Intent to strike terror is not required, unlike cyber terrorism.
