Explanation
The 42nd Amendment (1976) inserted Part IV-A containing Article 51A on Fundamental Duties, on the recommendation of the Swaran Singh Committee. The 86th Amendment only added a duty (the parent's or guardian's duty to provide education opportunities) later. Part III contains Fundamental Rights, not duties.
