Kaveri Engineering submits its draft standing orders to the certifying officer on 1 March. The officer neither issues an order nor completes the procedure by the end of the period allowed by the Industrial Relations Code, 2020. What is the consequence?

The draft standing orders are deemed certified on the expiry of sixty days from the date the certifying officer received them. The Code provides this deemed certification if the officer fails to complete the procedure within that period.

Explanation

The proviso to section 30(5) requires the certifying officer to complete the certification procedure within sixty days of receipt of the draft.
