Under the Information Technology Act, 2000, a subscriber publishes his Digital Signature Certificate in a repository. What is the legal effect of this act?

The subscriber is deemed to have accepted the Digital Signature Certificate. The Act provides that publishing the certificate, or authorising its publication, to persons or in a repository amounts to acceptance, as does otherwise demonstrating approval of it in any manner.
